Exactly this. If you really think about it, driving requires in depth knowledge of cultural contexts. It also requires a set of heuristics that alert the driver to danger and provide an instantly available escape response. There is no room for latency.
Humans have these as a result of biological and cultural evolution. If we could create a computer simulation of the mind of a young child, put it in a robotic body, equip it with pain sensors, the need to feel loved, etc etc then raise it to adulthood, we just *might* have something.
