Technically they are banned from bike trails, but not because they are vehicles. A bicycle is a vehicle. Bike paths routinely post "no motor vehicles." An ebike has a motor, albeit an electric motor, but that’s still a motor, ergo, they are banned.
The problem is, that also rules out mobility scooters, and who is going to chase some poor fucker in a mobility scooter off the bike path?
