That’s a really good question. Because this is a statistical matter there could be a lot of reasons. For example, it could be that it had but that the countervailing effect of premature reopening overwhelmed the effects of mask wearing. In my state (Rhode Island) you go a store or mall and everybody has a mask and yet we are getting hammered. OTOH restaurants are increasingly going with indoor dining (it’s frickin cold), and the governor is rather tentative in her shutting down efforts. Back in April she closed everything. The genie is not going back in the lamp. Something like that.
